That’s how it goes for them - this is how they do it. She didn’t really say goodbye and neither did he. because not everything ends. not love. not always. not theirs. so they said - see you soon. and the Doctor believes this is River’s final farewell, so he’s mustered up the courage to say it inside his tomb; because he’d never bury her anywhere else. together or not at all.
